Jannie is right, CutePDF is great, and the only free one I know about that doesn't put their watermark on every page.
However, if this is for a company desiring top quality for printing, you really need to forget about trying to get a free one and get one that works reliably and will be around. These freebies don't always stay current with OS upgrades, patches, network changes, etc.
