What is this obsession everyone has with wanting full and free? You know, the people who make this stuff want to get paid for making it. There's a CHEAP (but not FREE) piece of software called the Universal Document Converter which should be what you're looking for.
Abby Fine Reader is a software I used in the past. I do not know if it is free. It is also far from fool proof and you will have to correct a lot of i's that should be l's
