Why would you. PDF files are intended for Print Media. Make websites with HTML. Show downloads for PDF files if you want them PRINTED. Making a website with PDF files means that people need to take the time to prepare their computer for this. Dummies will be LEFT OUT. So use HTML when you intent it to be viewed quickly. Don't assume that everyone has the Adobe Reader, or has High Speed Internet. HTML downloads much quicker, and can adapt for people with disabilities.
Am not so familiar with Primo PDF creator but you can do it in Adobe Acrobat Professional. Just select the text and click on the link icon or insert a link in the menu. Find out more at http://www.adobe.com/products/acrobat/
