With all the free pdf programs, you have to use Word (or some other program) to actually create the document, but then you "print" the document through the pdf program to create a pdf version of the file. None of the free ones I've found will let you edit an existing pdf. You have to edit the original Word file and then recreate the pdf. If you are looking for a program to edit an existing pdf, you have to use Acrobat.
