Yes, PDF printers are free at sourceforge.org
You bet there is! "CutePDF" -and I'm not making that up. Just search for it that way, go to the site and download it. And Souceforge, as previously mentioned, is also a good, well, uh, source.

Ah ...THAT'S a different matter. Nothing free to make pdf forms -meaning a form that will capture user input.
However, there is an excellent and cheap pice of publishing softare that has that feature: Serif PagePlus X2, available at www.serif.com. An exquisite British outfit -very good.
Now here's a dirty little secret: go to
http://www.freeserifsoftware.com/
and download the SE version for free. This doesn't have the .pdf feature, BUT once you download and register the freebie, you'll probably qualify for discount pricing for the upgrade to the X2 version, which does have it.

There are many such programs.
i) Use LaTex which creates pdf ( through ps and ps2pdf )
and MiKtex on windows
ii) A printer drivers may be available, which you print a file,
it will be converted to pdf
iii) Openoffice
and loads of such things.
