Don't know how well it will fit your needs, but PDFCreator is free and open source. It will install as a printer driver.
If you want to lock your creation so that it cannot be copied, printed, or changed, I think you'll have to go with Adobe's original creation program. You can still get by cheap, though, by buying an older version of their suite. The last two or three versions can still be read by the current free PDF reader.
I own a cheap Canon multifunction printer/scanner/copier (PIXMA MP130) that I paid less than $100 for -- I've noticed that if I scan pages, I can save the scanned files as PDFs -- presto bingo! A free PDF creator! If you own a scanner, you could try this and see if it works...
