Foxit. Free, fast and awesome. Way more convenient than Adobe. Beats Adobe all to hell.
Adobe Reader 8 is the best program to use for reading.
Adobe Acrobat 8 is the best program to use for creating.
If you use a Mac, Preview is able to read PDFs in the same manner that Adobe Reader does. Also, from any program, you can create a PDF by going to the print menu. There is a PDF creation option there. I would still recommend Adobe Acrobat 8 for this though.
Adobe reader i think is the best reader for opening PDF files but if you are wanting to create them i would recomend you download a copy of OpenOffice as it allows you to save documents into a PDF formatt. Also OpenOffice is free to download and i think it is better than microsoft office.
You have Adobe which is probably the best for reading and creating PDF forms.
Another very reliable and a free project which i absolutely love using is Cute PDF writer. It installs a PDF printer so you can make a document in word and then you print to the Cute PDF printer and it allows you to save it as a PDF document.
You have to also install ghost scripts which is free and is on the same download page.

I prefer PDF Xchange Viewer; to create pdfs, I like Bullzip

although you need to download ghostscript to use it; Nova PDF lite isn't free but you can use it for "free" after the evaluation period but you get a tag on each page (but at least you don't need ghostscript)
