If you're just looking for a reader use the free Adobe Acrobat Reader (http://www.adobe.com/products/acrobat/readstep2.html?promoid=BUIGO). If you're looking for a writer try CutePDF (http://www.download.com/CutePDF-Writer/3000-6675_4-10206470.html?tag=lst-1&cdlPid=10724321)
Adobe Acrobat is an absolutely free reader. You can't create free pdfs from it but you can read for free. Foxit is another reader. You can create pdfs for free by using openoffice. You can get it here http://openoffice.org-suite.com/index.asp?aff=101&camp=gg_oo_us&se=google
I use Foxit Reader 2.3 for Windows and you can get for free at this website URL: http://www.foxitsoftware.com/pdf/rd_intro.php I've been using it for quite a while now and I'm very happy with it. Hope this helps, Gerhardt
