How can I get a pdf file ready for a professional printer?

I paid a designer to design a postcard. He emailed it to me in a pdf file. I opened it with Photoshop and saved it as a jpeg -- however when I upload it to an online printing site-- the resolution is too low.

When saving as a jpeg you should be able to select the quality from 1 to 100. 100 is the best quality and is probably what you need. Sounds like you saved it at around 75 quality which would result in blocks. Could also save as a png but would get a larger file.
What kind of printer is he using? Most can handle PDF's. If necessary, though, you could convert it to postscript using Adobe Acrobat, xPDF, etc. If that still doesn't work, convert it to png.
Most printing sites accept pdf because it's a recommended format for printing. If you upload the pdf file and they still say the resolution is too low, the easiest way it's to tell your designer to send you the original file he worked in, not the pdf, so you can convert it with the resolution settings they need - or simply tell your designer the printing specifications.
