Is there a cheap and easy methods to combine 2 pdf files into one file?
In some if my case clients will scan and email me pdf files that I need to file with the court. I can generate the necessary cover sheet by either scanning or printing it as a PDF using software like CutePDF. How can I by combine the two files without any unnecessary expense?

Try opening them in Windows Explorer, highlighting both files, right-click on them, and see if you get the option to Combine in Adobe Acrobat. Should open the Adobe program and give you options to order them.
Check out PrimoPDF software. It is a free download off the internet and I have used it to do what you want as well as convert word files into pdfs.
